David S.T. Matkin is a professor and director of the George W. Romney Institute of Public Service & Ethics at BYU's Marriott School of Business, where he also holds the Stewart L. Grow Distinguished Fellowship. His research focuses on public financial management and public-sector accountability. The Romney Institute develops public managers, nonprofit executives, and business professionals to transform the world through Christlike leadership.
